Seit dem 27. April hat Berlin eine schwarz-rote Landesregierung. Der Koalitionsvertrag von SPD und CDU sieht einen massiven Ausbau von Polizeibefugnissen vor: „Für eine spürbar präsentere Polizei auf den Straßen“ soll es mehr Einsätze an „kriminalitätsbelasteten Orten“, und mehr „verhaltensbezogene Kontrollen aufgrund kriminalistischer oder polizeilicher Erfahrungswerte“ geben. Der „Kampf gegen Clankriminalität“ soll verstärkt und „Messerverbotszonen“ eingerichtet werden.
Mit anderen Worten: Die Landesregierung setzt auf mehr Racial Profiling, mehr rassistische Hetze und mehr Polizeigewalt gegen migrantische, rassifizierte und arme Menschen. Hinzu kommen mehr Polizeibeamt*innen, eine neue Polizeiakademie und eine „Blaulicht-Kita“.
Menschen sollen auch ohne Verdacht einer Straftat bis zu fünf Tage in „Präventivgewahrsam“ genommen werden können.
Außerdem setzt die Landesregierung auf Taser, die Ausweitung von
Online-Durchsuchungen, Bodycam-Einsätze und den sogenannten „finalen Rettungsschuss“ – Das Erschießen von Menschen durch die Polizei.
Dieser Koalitionsvertrag ist eine Gefahr für unsere Sicherheit!
Was bedeutet es für von Rassismus betroffene Menschen, wenn die Polizei als gewaltausübende Institution rhetorisch, personell und finanziell gestärkt wird? Welche konkreten Veränderungen plant die Landesregierung und wie können wir uns dagegen wehren? Hierüber wollen das GoFilmThePolice-Bündnis und der Migrationsrat mit Euch ins Gespräch kommen.

From paper to racial reality: Racism, Police Violence and Protection of Offenders in the Black-Red Coalition Agreement

Since April 27, Berlin has a black-red state government. The coalition agreement of SPD and CDU provides for a massive expansion of police powers: “For a noticeably more present police on the streets,” there are to be more deployments in “crime-ridden locations,” and more “behavioral controls based on criminalistic or police experience.” The”fight against clan criminality” is to be stepped up and “knife ban zones” are to be set up.
In other words, the state government is planning on more racial profiling, more racist defamation and more police violence against migrant, racialized and poor people. In addition, there will be more police officers, a new police academy and a “blue-light kindergarden”.
People are to be able to be taken into “preventive custody” for up to five days even without suspicion of a crime. In addition, the state government is backing Tasers, the expansion of online searches, body-cam deployments and the so-called “final rescue shot” – the deadly shooting of people by the police.
This coalition agreement is a threat to our security!
What does it mean for people affected by racism when the police are strengthened rhetorically and financially as an institution that exercises violence? What concrete changes is the state government planning and how can we defend ourselves against them?
